It has launched different types of the Film Guarantee and Development Funds and implemented the Third Phase of Trade Liberation under the “Mainland and Hong Kong Closer Economic Partnership Arrangement” (CEPA 3) which relaxes various rules and regulations in Mainland in respect of the cinema theatre services, Chinese language motion pictures and motion pictures jointly produced under audiovisual services, making it far easier than before for Hong Kong filmmakers and business entrepreneurs to enter into the market.
